International reference Romania - energy project (ENPRO)

Initial situation

The projects which InWent GmbH supports by up to 50% transmit experience gained in restructuring the east German lignite industry to meet the demands of a market economy and ecology to specialists and managers working in the Romanian lignite industry, to scientists, and to civil servants.

Approach

Altogether, five businesses and institutions led by ZukunftsAgentur Brandenburg GmbH and the Bergakademie Freiberg Technical University collaborated with LMBV in a joint venture. LMBV's role was to conduct, together with Brandenburg's Landesamt für Bergbau, Geologie, und Rohstoffe, a one-week training workshop on the theme of “Closing/ rehabilitating lignite pits” at the University of Petrosani in June 2006. The workshop focused on explaining:

  • the principles of land planning, mining, and water law planning procedures, and the EC mining and planning law applicable from 2007;
  • information on public participation in planning processes;
  • information on planning and implementing recultivation and monitoring; and
  • the principles of post-privatisation restructuring.

Result

LMBV conducted a one-week workshop with 25 specialists and managers from the Romanian energy industry, and was able to transmit information on the sustainable, socially acceptable, postclosure maintenance-free rehabilitation of what remains after lignite mining has ended.
